The 2c Dark Blue on Bluish paper (Scott 17) was printed after Scott 18 and before Scott 20. It is one of the rarest of all Numeral Issues in either unused or used condition, and almost all known examples have small faults.

III, Pos. 3 (full "e" of "Cents"), on paper similar to No. 20, ample margins to just touched, black grid cancel, thin speck, Fine appearance, based on the Plate 5-A stamps we have seen, it seems that at least four kinds of paper were used with this plate, including Gray Blue (Scott 18), Gray, White and Medium Bluish Gray — they are all classified as Scott 18 — ex Honolulu Advertiser, with 1974 A.P.S. certificate as No. 20
