3c Dull Red, Ty. III (26). Radiant color, wonderful centering with unusually wide margins, neat strike of circular datestamp, Extremely Fine Gem, ex Bowman, with 2007 P.S.E. certificate (Superb 98), only three have graded higher (all 98J) and only eleven others share this grade, these are low population numbers for a stamp that saw such wide distribution -- Luff notes over 150 million of all 3c perforated types were distributed to postmasters
